One of the main subjects of the public debate in Poland in 2011 were governmental plans concerning the raising of the retirement age and making it equal among women and men. At the beginning of 2011, the Act on changes in some acts related to the functioning of the social security system was also introduced. Its main assumption is that the establishment of sub-accounts in the Social Insurance Office, for which part of the money will be transferred, be directed to the Open Retirement Funds under the so-called second pillar in the pension scheme. Changes made by Donald Tusk's cabinet have a clear purpose - to improve the condition of public finance in the days of the world economic crisis. This is, however, done at the expense of reorganization of the pension scheme introduced by virtue of the complex reform of 1999. Steering away from the assumptions of a three-pillar pension system in order to execute current fiscal assumptions of the state raises controversies. The pension system, to be effective, requires stabilization, which is clearly missing in the Polish political circumstances.
