The concept of profiling assistance for the unemployed as a new instrument for improving the quality of services rendered by District Employment Agencies

Publiczne Służby Zatrudnienia w Polsce od 27 maja 2014 r. realizują zadania wynikające z nowelizacji ustawy o promocji zatrudnienia i instytucjach rynku pracy. Reforma urzędów pracy wprowadza nowy sposób postępowania przy obsłudze bezrobotnych - koncepcję profilowania pomocy dla osób bezrobotnych. W założeniu ma ona pozwolić na dostosowanie do indywidualnych potrzeb klienta dostępnych form pomocy urzędu pracy w celu ich optymalnego wykorzystania i właściwego adresowania. Ustalone zostały trzy profile pomocy: profil pomocy I - przewidziany dla osób aktywnych, profil pomocy II - dedykowany osobom wymagającym wsparcia oraz profil pomocy III - obejmujący osoby oddalone od rynku pracy. Niestety, wdrażanie tych rozwiązań prawnych budzi wiele pytań i wątpliwości opinii społecznej co do dyskryminacyjnego charakteru oraz braku przejrzystości koncepcji profilowania. W literaturze przedmiotu trudno znaleźć głębsze opracowania dotyczące tego tematu, a zatem niniejszy artykuł uzupełnia lukę w tym zakresie.

Since 27th May 2014 the Public Employment Services in Poland have executed tasks resulting from the amendment to the Act on the promotion of employment and labour market institutions. The employment agencies reform introduces a new procedure of serving the unemployed - the concept of profiling assistance for the unemployed. The expected outcome of the concept is assumed to allow the employment agency's available forms of assistance to customise the client's individual needs for their optimal use and appropriate targeting. Three assistance profiles have been established: 1st assistance profile - for active people, 2nd assistance profile - for those who require assistance and 3rd assistance profile - encompassing those who are distant from the labour market. However, implementation of these legal measures raise questions and concerns of the public opinion concerning discriminatory nature and a lack of transparency of the concept of profiling assistance. More recent and detailed studies of this topic are not easy to find in the literature, therefore, this paper supplements a gap in this field.
