Praca obejmuje analizę funkcjonowania Regionalnych Izb Obrachunkowych (dalej RIO) w celu określenia ich roli w prawidłowym funkcjonowaniu jednostek samorządu terytorialnego. Omówiono teoretyczne aspekty kontroli, zadania samorządu terytorialnego oraz uprawnienia RIO. W części empirycznej zapoznano się z działalnością tych instytucji. Przedstawiono również opinię pracownika RIO dotyczącą omawianej problematyki, kryteriów kontroli oraz rozszerzenia uprawnień izb. Z przeprowadzonych badań wynika, że działalność RIO jest niezbędna do prawidłowego funkcjonowania jednostek samorządu terytorialnego.
Abstract in English
The thesis includes of the regional chamber of audit in order to determine its role in the proper functioning of local government units. Theoretical aspects of control, exercises of the local government and rights of the regional chamber of audit and were discussed with regard to its nature. The empirical part investigated the activity of this institution. It also contains examination of employee opinions on the discussed issue. The study shows that the regional chamber of audit is essential for the the proper functioning of local government units.
