Lokal'noe razvitie na praktike : slučaj vzaimodejstviâ mahallinskih komitetov i inostrannyh NPO v vahšskoj doline v Tadžikistane

Local development in practice : case study – Mahalla Committees in their interaction with a foreign NGO in the Vakhsh Valley in Tajikistan

The paper explains the issue of cooperation between the Mahalla committees and a foreign NGO. It describes the development project entitled “Reinforcing local community development through institutional support for mahalla committees in Tajikistan” targeting the development of mahalla committees as implemented by the Polish Centre for International Aid in partnership with the Tajik NGO Mehrangez. The project proposal was based on my research and conclusions reached during my work for the NGO sector, as well as on the experience gained by Mehrangez during. The main goal of this paper is to examine how the communities respond to ideas of social development introduced by a foreign NGO. Another issue considered here is the interaction between the local authorities and the communities involved in the project. Lastly, I present mechanisms of functioning informal and formal structures, their various interactions and influences outside and inside of the communities. The paper is based on a field study regarding mahalla (2010–2014) as well and information gathered during the three-year-long project implemented between 2013 and 2015 in the Khatlon province of Tajikistan.

В ста тье рассматривается проблема сотрудничества между махаллинскими комитетами и иностранны- ми неправительственными организациями (НПО). Основная цель статьи — показать, каким образом общины реагиру- ют на идею социального развития, преподносимую иностранной НПО, на примере проекта Польского центра междуна- родной помощи (ПЦМП) и таджикистанской НПО «Мехрангез» под названием «Поддержка местных общин через
развитие махаллинских комитетов в Таджикистане». Автор описывает взаимодействия между местными органами
власти и общинами — участниками проекта. Статья написана по материалам полевых исследований автора 2010– 2014 гг., также использована информация, собранная в рамках проекта, реализованного в 2013–2015 гг. в Хатлонской области Таджикистана.
