The formation of the international Westphalian system and its relevance in the contemporary world

Obserwowana w ostatnim czasie intensyfikacja kryzysów międzynarodowych, takich jak pandemia Covid-19, wojna na Ukrainie czy permanentny marazm gospodarczy, nasuwa pytanie o stan i aktualność obecnego systemu międzynarodowego. Niniejsza praca poświęcona jest próbie opisu kształtowania się międzynarodowego systemu westfalskiego, wraz z pytaniem o jego aktualność we współczesnym świecie. Autor w pracy tej stara się wejść w debatę nad współczesnym systemem międzynarodowym, próbując odpowiedzieć na pytanie, czy obecnie można już stawiać tezę o wykształceniu się nowego systemu międzynarodowego, czy nadal należy mówić o kontynuacji charakterystycznego dla poprzednich stuleci systemu westfalskiego. W pracy podejmowana jest próba klasyfikacji historycznych systemów międzynarodowych wraz z ich periodyzacją. Kolejno badaniu poddane zostały źródła powstania międzynarodowego systemu westfalskiego. W centrum rozważań nad systemem westfalskim postawiona została instytucja państwa wraz z jej głównymi atrybutami, jakimi są: suwerenność, terytorialność oraz narodowość. Następnie pochylono się nad kryzysem przełomu XVI i XVII wieku, wraz z jego kulminacyjną formą znaną w postaci wojny trzydziestoletniej. Autor poddaje też analizie pokój westfalski, wraz z wchodzącymi w jego skład traktami z Osnabrücku i Münster, stawiając wydarzenie to jako historyczny punkt ustanawiający międzynarodowy system westfalski. Odnosząc system westfalski do obecnej rzeczywistości, w pracy zaprezentowane zostały również przemyślenia i obserwacje autora na temat paralel zbliżających czasy współczesne do rzeczywistości XVII wieku. Praca zwieńczona zostaje debatą nad późnowestfalskim systemem międzynarodowym oraz analizami nad potencjalną przyszłością systemu międzynarodowego.

The recent intensification of international crises, such as the COVID-19 pandemic, the war in Ukraine or the permanent economic stagnation, raises the question of the condition and validity of the current international system. This thesis attempts to describe the formation of the international Westphalian system and ponders on its relevance in the contemporary world. In this paper the author endeavours to enter the debate on the present-day international system, answering the question of whether it is currently possible to pose the thesis of the formation of a new international system, or whether we should still articulate a continuation of the Westphalian system characteristic of the previous centuries. The thesis attempts to classify historical international regimes with their periodisation. Sequentially examined are the origins of the international Westphalian system. In the Westphalian system the institution of the state was established in the centre of the discussion, with its main attributes of sovereignty, territoriality and nationality. Furthermore, the author examines the crisis of the 16th and 17th centuries, with its culminating form known as the Thirty Years' War. The author also analyses the Peace of Westphalia and the treaties of Osnabrück and Münster as the two parts of it, positioning this event as a historical milestone establishing the international Westphalian system. Relating the Westphalian system to the ongoing reality, the work also presents the author's thoughts and observations on the parallels approximating modern days to the reality of the 17th century. The thesis concludes with a debate on the late Westphalian international system and analyses of the potential future of the international system.
