State budget deficit and ways of its financing in Poland

Deficyt budżetu państwa jest to inaczej mówiąc ujemne saldo w budżecie państwa, powstające na skutek wyższych wydatków państwa względem dochodów. Celem pracy była prezentacja głównych przyczyn powstawania deficytu i zagrożeń płynących z tego zjawiska oraz wskazanie źródeł i sposobów jego finansowania na przykładzie Polski. W rozdziale empirycznym zaprezentowano strukturę dochodów i wydatków państwa, a także saldo budżetu w latach 2008-2019 w Polsce w kontekście podstawowych wskaźników makroekonomicznych. Na podstawie analizy można zauważyć, że w latach 2008-2019 w Polsce występowały znaczne wahania poziomu deficytu budżetowego, na co miały wpływ zarówno czynniki ekonomiczne, jak i polityczne.

The state budget deficit is, in other words, a negative balance in the state budget resulting from higher state expenses relative to revenues. The aim of the work was to present the main causes of the deficit and the threats resulting from this phenomenon, as well as to indicate the sources and methods of its financing on the example of Poland. The empirical chapter presents the structure of state income and expenditure, as well as the budget balance in 2008-2019 in Poland in the context of basic macroeconomic indicators. Based on the analysis, it can be noted that in the years 2008-2019 in Poland there were significant fluctuations in the level of budget deficit, which was influenced by both economic and political factors.
