The Office of the President in People's Poland in the years 1944 -1989.

Przedmiotem pracy magisterskiej jest urząd prezydenta w okresie Polski Ludowej w latach 1944 -1989. Praca ta ma charakter historyczno prawny. Omówione w niej będą szczegółowo dwa okresy z historii Polski Ludowej, kiedy funkcjonowała jednoosobowa głowa państwa. Pierwszy okres to lata 1944-1952, a drugi to rok 1989r. Przy okazji przeanalizowany będzie ustrój jaki wówczas panował w Polsce.W pierwszym rozdziale przedstawiona jest historia powstania Polski Ludowej i proces przejęcia władzy w Polsce przez komunistów po II wojnie światowej. Są tu również opisane pierwsze akty prawne wydawane przez nową władzę ludową, takie jak Manifest Lipcowy z 22 lipca1944r., ustawa o radach narodowych z 1944 r. oraz Mała Konstytucja z 1947 r. Została również omówiona Konstytucja PRL z 1952r., która oficjalnie zlikwidowała na 37 lat urząd prezydenta w Polsce i wprowadziła w jego miejsce kolegialny organ w postaci Rady Państwa.Drugi rozdział szczegółowo skupia się na temacie instytucji prezydenta w latach 1944 - 1952. Opisane są w nim takie organy jak Prezydium Krajowej Rady Narodowej i Przewodniczący (Prezydent ) KRN. Następnie omówiony został wybór Bolesława Bieruta na Prezydenta RP oraz jego rzeczywista pozycja ustrojowa w państwie.Trzeci rozdział dotyczy zagadnień związanych z wprowadzeniem w 1989r. instytucji Prezydenta Polskiej Rzeczypospolitej Ludowej. Przedstawiony jest przebieg obrad "Okrągłego Stołu" oraz scharakteryzowana została nowela konstytucyjna z kwietnia 1989r. Zobrazowano także wybór na Prezydenta PRL Wojciecha Jaruzelskiego, a także jego kompetencje i zadania. Został ponadto omówiony krótki okres jego prezydentury

The first chapter presents the history of the creation of the People's Poland and the process of taking power in Poland by communists after The Second World War.The first legal acts issued by the new people's power are also described here, such as the July Manifesto of July 22, 1944, the Act on National Councils of 1944 and the Small Constitution of 1947. The Constitution of the Polish People's Republic of 1952 was also discussed. This Constitution officially abolished the office of president in Poland for 37 years and replaced it with a collegial body in the form of the State Council.The second chapter focuses in detail on the topic of the institution of the president in the years 1944 - 1952. It describes such bodies as the Presidium of the National Council and the Chairman (President) of the National Council . Then, the election of Bolesław Bierut as President of the Republic of Poland and his real political position in the country were discussed.The third chapter concerns issues related to the introduction in 1989. institution of the President of the Polish People's Republic. The deliberations of the "Round Table" are presented and the constitutional amendment of April 1989 is characterized. The election of Wojciech Jaruzelski as President of the Polish People's Republic, as well as his competences and tasks, was also described. Moreover, the short period of his presidency was discussed.
