Analysis of the effectiveness of the European Union's energy policy in terms of ensuring energy security

Zapewnienie bezpieczeństwa energetycznego pozostaje kluczowym wyzwaniem podczas prowadzenia polityki energetycznej. Dywersyfikacja dostawców, tras oraz źródeł energii, a także utrzymanie stabilnych jej cen ponownie stały się priorytetem dla UE w obliczu rozpoczętego w 2021 roku kryzysu energetycznego. Celem niniejszej pracy jest analiza skuteczności polityki energetycznej prowadzonej na poziomie UE w zapewnianiu szeroko pojętego bezpieczeństwa energetycznego. Omówiono w niej ewolucję wspólnotowej polityki energetycznej od powstania Wspólnot Europejskich, aż do roku 2023, a także wymieniono wydane przez instytucje unijne najważniejsze akty prawne przyczyniające się do poprawy bezpieczeństwa energetycznego państw członkowskich. Praca porusza także kwestię tego, w jakim stopniu UE jest zdolna do egzekwowania wobec państw członkowskich przestrzegania kluczowej z perspektywy bezpieczeństwa energetycznego zasady solidarności. Ponadto, podjęto także tematykę roli UE w realizacji Projektów Wspólnego Zainteresowania, do których należą kluczowe projekty infrastruktury energetycznej zwiększające poziom dywersyfikacji tras i dostawców energii, a także zapewniające ściślejszą integrację europejskiego systemu energetycznego. W pracy przedstawiono również szanse i zagrożenia dla zapewniania bezpieczeństwa energetycznego, związane z koniecznością realizacji wyznaczonych przez UE ambitnych celów klimatyczno-energetycznych. W związku z rozpoczętą 24 lutego 2022 roku kolejną odsłoną agresji militarnej Rosji wobec Ukrainy i koniecznością rewizji relacji energetycznych między Brukselą a Moskwą, będącą dotychczas najważniejszym dostawcą paliw kopalnych dla UE, w pracy skupiono się również na wpływie tych wydarzeń na bezpieczeństwo energetyczne UE, a także na działaniach podjętych przez instytucje unijne w celu zapobiegania ich skutkom.

Ensuring energy security remains a crucial challenge when conducting the energy policy. Diversification of energy suppliers, routes, and sources, as well as maintaining stable energy prices became one of the EU’s priorities again in times of the energy crisis that began in 2021. This thesis aims to analyze whether the EU-level energy policy is effective in ensuring widely understood energy security. The paper discusses the evolution of the EU’s energy policy from the establishment of the European Communities until 2023 and enlists the most important legal acts adopted by the EU's institutions that contribute to the improvement of the Member States’ energy security. The thesis also addresses the question of the extent to which the EU is able to enforce compliance with the principle of solidarity which is crucial in terms of energy security. Moreover, it discusses the role of the EU in the process of implementation of the Projects of Common Interest, which include the key energy infrastructure projects whose aim is to increase the level of diversification of routes and suppliers and ensure broader integration of the European energy systems. The thesis also addresses the opportunities and risks for ensuring the energy security associated with the need to achieve the ambitious EU’s climate and energy objectives. Given the another stage of the Russian military aggression on Ukraine, which began on 24 February 2022, and the need of reviewing the energy relations between Brussels and Moscow being the most important fossil fuels supplier, the paper also focuses on the impact of these events on the EU's energy security and the measures taken by the EU institutions to prevent their effects.
