The problem of unemployment in selected European Union countries during the Covid-19 pandemic

Celem niniejszej pracy jest analiza problemu bezrobocia w wybranych krajach Unii Europejskiej w czasie pandemii COVID-19 i wykazanie, który z nich najlepiej poradził sobie z zaistniałą sytuacją i dzięki jakim rozwiązaniom. Bezrobocie to kluczowa kwestia społeczna i gospodarcza, co wyraźnie dało się zauważyć po wybuchu pandemii. W pracy przeprowadzono przegląd literatury dotyczącej wpływu pandemii na rynek pracy. Przedstawiono główne czynniki wpływające na bezrobocie m.in lockdowny, ograniczenia w handlu i turystyce. Przy pomocy metody desk research przeprowadzono analizę sytuacji na rynku pracy w Hiszpanii, Francji i Polsce, zwrócono uwagę na wzrostowy trend bezrobocia oraz jego przyczyny i skutki. Przedstawiono sektory gospodarki, które najbardziej ucierpiały w wyniku pandemii, a także omówiono zmiany w sytuacji zatrudnienia dla różnych grup społecznych, takich jak młodzi ludzie, osoby starsze i imigranci. Ważnym wątkiem w niniejszej pracy są również działania rządów wybranych krajów m.in różnego rodzaju subsydia dla pracodawców, programy szkoleniowe dla bezrobotnych, czy bonifikaty. Omówiono także skuteczność wspomnianych działań i ich wpływ na sytuację na rynku pracy.

The purpose of this work is to analyze the problem of unemployment in selected European Union countries during the COVID-19 pandemic, and demonstrate which of them handled the situation best and through what solutions. Unemployment is a key social and economic issue, which was clearly visible after the outbreak of the pandemic. The paper reviews the literature on its impact on the labor market. The main factors influencing unemployment are presented, e.g., lockdowns, restrictions on trade and tourism. With the usage of the desk research method, a more detailed analysis of the situation in the labor market in Spain, France and Poland was carried out; attention was paid to the upward trend in unemployment and its causes and effects. The sectors of the economy that have been most affected by the pandemic are presented, as well as the changes in the employment situation for different social groups, such as young people, the elderly and immigrants. An important thread in this work is also the actions of governments of selected countries, e.g., various types of subsidies for employers, training programs for the unemployed. The effectiveness of the aforementioned actions and their impact on the situation in the labor market are also discussed.
