Deployment of the 5G network as a condition for the development of European smart cities

Jednym z celów transformacji cyfrowej Europy jest poprawa jakości życia mieszkańców europejskich miast dzięki temu, że staną się one bardziej inteligentne. Jest to możliwe ze względu ma szybki rozwojów technologiczny sektora łączności elektronicznej i wprowadzenie sieci i usług mobilnych 5G. Wymaga to jednak ogromnych inwestycji w infrastrukturę i nowe technologie. Przewidziane w Europejskim kodeksie łączności elektronicznej środki regulacyjne (nienakładanie obowiązków dostępowych na operatorów wyłącznie hurtowych oraz mechanizm współinwestycji), mające promować inwestycje infrastrukturalne, nie zapewniają optymalnego otoczenia regulacyjnego dla wdrożenia telefonii 5G warunkującej powstanie inteligentnych miast.

One of the goals of Europe’s digital transformation is to improve the quality of life in European cities by making these cities smarter. This is possible due to the rapid technological development of the electronic communication sector and the introduction of 5G mobile networks and services. However, this requires huge investments in infrastructure and new technologies. The regulatory measures provided in the European Electronic Communications Code (no access obligations for wholesale-only operators and the co-investment mechanism) to promote infrastructure investments do not ensure the optimal regulatory environment for the deployment of 5G, which is a precondition for the emergence of smart cities.
