Construction of the state budget and its distribution

Przedmiotem owej pracy magisterskiej jest konstrukcja budżetu państwa oraz jego rozdysponowanie. Skupię się w niej na samym pojęciu budżetu oraz na tym, jak jego system funkcjonuje w poszczególnych państwach. Budżet bowiem dla każdego kraju jest ważny, gdyż wpływa bezpośrednio na prawidłowe funkcjonowanie zarówno państwa, jak i jego obywateli. Kolejnym ważnym przedmiotem, jaki omówię będzie samo funkcjonowanie budżetu, gdyż nie sposób pominąć zarówno kwestii wydatków, jak i przychodów w każdym z państw przedstawionych w mojej pracy. Niezwykle istotną kwestią jest także konstrukcja budżetu samego w sobie, a także kontrola funduszy, gdyż od kwestii wydatków priorytetowych zależy bezpośrednio rozwój danego kraju jak i jego obywateli. W następnej kolejności przejdę do omówienia budżetu całej Unii Europejskiej, gdyż jako jej członkowie jesteśmy bezpośrednio odbiorcami funduszy, jakie jest w stanie nam ona zaproponować. Jego funkcjonowanie to cały złożony system, co zostało nakreślone w jednym z kolejnych rozdziałów. Ważna jest także kwestia budżetów innych państw związkowych oraz USA jako przedstawiciela kraju pozaeuropejskiego. Można je w poniższej pracy ze sobą porównać oraz zauważyć różnice, jakie pomiędzy nimi występują. Jedną z ostatnich kwestii opisanych w niniejszej pracy jest prywatyzacja majątków państwowych w dzisiejszych czasach. Jest to temat ważny i interesujący, co zostało w sposób klarowny wyjaśnione w ostatnim z podrozdziałów.

The subject of this master's thesis is the construction of the state budget and its distribution. In it, I will focus on the very concept of the budget and on how its system functions in individual countries. The budget is important for every country as it directly influences the proper functioning of both the state and its citizens. Another important subject that I will discuss will be the very functioning of the budget, as it is impossible to ignore both the issue of expenditure and revenues in each of the countries presented in my work. An extremely important issue is also the construction of the budget itself, as well as the control of funds, because the development of a given country and its citizens directly depends on the issue of priority expenditure. Next, I will discuss the budget of the entire European Union, because as its members we are direct recipients of the funds that it is able to offer us. Its functioning is a complex system, as outlined in one of the following chapters. Another important issue is the budgets of other federal states and the USA as a representative of a non-European country. They can be compared with each other in the following work and the differences that exist between them can be noticed. One of the last issues described in this paper is the privatization of state property nowadays. It is an important and interesting topic, which was clearly explained in the last subsection.
