Praca ta ma na celu ukazanie narracji i historii realizacji Celów Zrównoważonego Rozwoju (CZR) w krajach skandynawskich, czy to ich sukcesu, krytyki czy możliwych paradoksów, ale ze szczególnym uwzględnieniem perspektyw rządów państw skandynawskich i krajowych organizacji pozarządowych. Metodologia w niniejszym badaniu została oparta na ramach jakościowych z zastosowaniem teorii narracji i analizy narracyjnej realizacji Celów, natomiast do osiągnięcia tego celu wykorzystano dane jakościowe ze źródeł wtórnych, takich jak kluczowe postulaty organizacji pozarządowych i raporty rządowe. Badanie skoncentrowało się na krajach skandynawskich, Norwegii, Szwecji i Danii, które wspólnie znajdują się na szczycie rankingów wdrażania celów zrównoważonego rozwoju, a wiele krajów traktuje je jako wzór do naśladowania. Dlatego ważne jest, aby śledzić, jakie narracje i historie promowane są przez kraje skandynawskie i jakie narracje ustaliły one w programie realizacji CZR. Oczekiwano, że wyniki będą potwierdzeniem znanej historii krajów skandynawskich jako liderów we wdrażaniu praktyk zrównoważonego rozwoju i prawie osiąganiu CZR. Jednak w wyniku analizy, badanie wykazało wyraźnie, że istnieje różnica zdań między raportami rządowymi i krajowymi organizacjami pozarządowymi i w obu przypadkach promowane są różne narracje. Podsumowując, narracja w raportach państwowych wspierała dobrze znaną historię krajów skandynawskich, które są liderami we wdrażaniu CZR i są bliskie osiągnięcia Celów. Z drugiej strony raporty krajowych organizacji pozarządowych dostarczały nowych danych i promowały narrację, że chociaż kraje skandynawskie mają korzystną pozycję, to wciąż jest wiele do zrobienia, aby osiągnąć Cele. Taka narracja jest czymś nowym i niezbyt rozpowszechnionym w dyskursie międzynarodowym. Zaskakujące było odkrycie, że niektóre narracje w ocenie organizacji pozarządowych całkowicie zaprzeczały tym w raportach państwowych, co zostanie szerzej omówione w rozdziałach poświęconych analizie.

This thesis is driven by the urge to discover the narratives and stories of the Sustainable Development Goals implementation in the Scandinavian countries, whether it be the success stories, critique of their approach, trends or possible paradoxes, but with a special focus on the perspectives and views of the Scandinavian governments and the national NGOs themselves. The methodology in this study was based on a qualitative framework with application of the narrative theory and the narrative analysis of the SDGs implementation, while to achieve this aim the qualitative data from secondary sources such as the key NGOs submissions and state reports were used. The study focused on the Scandinavian countries, Norway, Sweden and Denmark, as they collectively top the charts in the SDGs implementation and many countries look up to them as a role model. Thus, it is important to follow what are those narratives and stories promoted by the Scandinavian countries and which narratives they set on the agenda regarding the SDGs implementation. Expectedly, the results would be confirming the well-known story of the Scandinavian countries being the leaders in implementing the sustainable development practices and almost achieving the SDGs. However, as the outcome of the analysis, the study found it clear that there is a disagreement between the governmental and the national NGOs reports and different storyline is being promoted in both cases. In sum, the storyline in the state reports supported the well-known story of the Scandinavian countries being frontrunners in the SDGs implementation and close to achieving the Goals. On the other hand, the national NGOs reports provided new data and promoted the narrative that even though the Scandinavian countries have favourable position, there is still much to do to achieve the Goals. Such storyline is something new and not that widespread in the international discourse. What was surprising to find out is that some narratives in the NGOs assessment of the SDGs implementation totally contradicted those in the state reports, and this will be discussed more broadly in the analysis chapters.
