Australian and New Zealand's Generalized System of Preferences

W tekście omówiono tematykę powszechnego systemu preferencji, funkcjonującego na podstawie decyzji Rady Układu Ogólnego z dnia 25 czerwca 1971 roku. Skupiono się na charakterystyce systemów stosowanych przez Australię i Nową Zelandię. Tytułowe zagadnienie zostało opisane kompleksowo, przedstawiono m.in historię wdrażania systemu przez oba państwa oraz jego istotę, w szczególności w zakresie państw będących beneficjentami, produktów objętych GSP, preferencji stawek celnych, zasad oryginalnego pochodzenia, występowania możliwości kumulacji oraz istnienia wymogu potwierdzenia dokumentowego pochodzenia produktów. Temat jest pewnego rodzaju innowacją w publikacjach polskich, porusza mało znane zagadnienia z zakresu współczesnego międzynarodowego prawa gospodarczego.

The text deals with the subject of the Generalized System of Preferences, operating on the basis of the decision of the GATT Council of June 25, 1971, focusing on the characteristics of the systems used by Australia and New Zealand. Th e issue has been described comprehensively, including the history of the system implementation by both countries and its essence, particularly in terms of: beneficiary countries, products coverage, tariff preferences, rules of origin, the possibility of cumulation and the existence of the requirement of documentary confirmation of the products origins. Discussed subject is an innovation in Polish publications, it raises hardly explored issues in the fi eld of current international economic law.
