Europeanization and Sustainable Urban Development. A Comparative Case Study between Turin and Krakow. Analysis of Urban Strategies in the Context of the Urbact III Programme

In the context of the common debate on ‘Europeanization’ as a process of adaptation of supranational structures at the domestic level, the purpose of this thesis work is to describe and discuss the urban strategies adopted by Turin and Krakow, two highly active cities regarding the URBACT programme participation. The goal is to analyze their engagement in the URBACT networks with a view to how this involvement has resulted in the formation, or the enhancement, of patterns of behavior that start from the inclusion of local stakeholders. Special attention is given to the actors who belong to the so-called “quadruple helix”, i.e. those that, in regard to new urban governance, contribute to promote new solutions through different approaches and the integration of different sectors and decision-making levels. The conclusive remarks show how URBACT has indeed succeeded in triggering similar processes of bottom-up influencing. It also highlights the relevance of a marginal approach, which has the merit of giving a new perspective to Europeanization: the vision of local actors as agents capable of shaping supranational structures and utilizing them according to their preferences and objectives.Considering the general success that URBACT is achieving, this work can also offer ideas and inspiration for further research.
