The SME support policy in Poland in the years 2008-2016

Celem pracy jest przedstawienie istoty sektora MSP i polityki jego wsparcia oraz ocena wpływu na kondycję sektora MSP programów wsparcia w latach 2008-2016. Dla realizacji tego celu służyła analiza danych wtórnych oraz narzędzia statystyki opisowej. Dane w głównej mierze były w postaci raportów i statystyk publicznych. Należy tu wymienić raporty sporządzone przez Narodowy Bank Polski oraz Polską Agencje Rozwoju Przedsiębiorczości (PARP), Głównego Urzędu Statystycznego (GUS), STRATEG, EUROSTAT. Po wprowadzeniu unijnych programów wsparcia na przestrzeni lat 2003-2017 wyniki ekonomiczne małych przedsiębiorstw uległy poprawie. Tendencje wzrostowe zaobserwowano w kategorii umiędzynarodowienie, przychody, liczba przedsiębiorstw aktywnych, nakłady na działalność innowacyjną. Z kolei w obszarze inwestycji nie zaobserwowano dużej dynamiki wzrostu, ale spadki też prawie nie występowały.

The aim of the thesis is to present the essence of the small and medium-sized enterprise sector and the support policy for this sector, as well as to evaluate the impact of the support programs in 2008-2016 on the performance of the SME sector. To achieve this goal, secondary data analysis and descriptive statistics tools were used. The data was mainly in the form of reports and public statistics. These include reports prepared by the National Bank of Poland and the Polish Agency for Enterprise Development (PARP), the Central Statistical Office (GUS), STRATEG, EUROSTAT. After the introduction of EU support programs during of years 2003-2017 the improvement of the economic results of SMEs has been evidenced. Namely, the growing tendency in the category of internationalization, revenues, number of active and innovative enterprises were recorded. In the area of investments, no significant growth dynamics was observed, but there were also no declines. The most popular programs contributing to the improvement were the Human Capital Operational Program co-financed by the EFS, the Infrastructure and Environment Program - co-financed by the EFRR and FS, and the Innovative Economy Program - co-financed by the EFRR.
