Auxiliary units of the commune

Celem pracy licencjackiej było zwięzłe przedstawienie w jaki sposób funkcjonują jednostki pomocnicze gminy, by osoby zainteresowane nie musiały szukać informacji w kilku aktach prawnych. Jednostkami pomocniczymi są dzielnice, sołectwa, osiedla i inne. Są one tworzone, łączone, dzielone oraz znoszone przez radę gminy po konsultacji z mieszkańcami lub z ich inicjatywy. Zadania jednostek pomocniczych gminy mają na celu głównie pomaganie gminie i mieszkańcom, angażowanie ich w sprawy lokalne oraz rozwój. Kontrolę nad ich działalnością sprawuje rada gminy za pośrednictwem komisji rewizyjnej, a nadzór rada gminy oraz organ wykonawczy gminy. Organ nadzoru może wyciągać konsekwencje jeśli wykryje nieprawidłowości. Warszawa jako stolica ma więcej zadań i bardziej potrzebuje jednostek pomocniczych. Jest to jedyna gmina, która obligatoryjnie tworzy dzielnice. Działają one nieco inaczej niż w reszcie kraju. Wszystko to zostało opisane szerzej w poszczególnych rozdziałach.

The purpose of the bachelor's thesis was to briefly present how the auxiliary units of the commune function, so that interested persons don’t have to look for information in several legal acts. The auxiliary units are districts, village councils, housing estates and others. They are created, connected, divided and abolished by the commune council after consultation with residents or on their initiative. The tasks of auxiliary units of the commune are mainly aimed at helping the commune and residents, involving them in local matters and development. Their activities are controlled by the commune council through an audit committee, and supervision by the commune council and the commune's executive body. The supervisory authority may draw the consequences if it detects irregularities. Warsaw as the capital has more tasks and needs auxiliary units more. It is the only commune that obligatorily creates districts. They work a bit differently than in the rest of the country. All this has been described in more detail in individual chapters.
