Natural and social consequences of creation of the Dobczyce Reservoir

Powstanie Zbiornika Dobczyckiego w latach 80. XX wieku zdeterminowane było potrzebą zapewnienia dostępu do wody pitnej mieszkańcom Krakowa i jego okolic. Dodatkowo zbiornik ten pełni funkcję ochrony przeciwpowodziowej, a także dzięki obecności elektrowni służy do produkcji energii elektrycznej. W pracy dokonano analizy przyrodniczych i społecznych skutków powstania Zbiornika Dobczyckiego z uwzględnieniem opinii mieszkańców jego okolicy. W pierwszej części pracy scharakteryzowano każdą z miejscowości otaczających akwen. Podano także powody podjęcia decyzji dotyczącej utworzenia sztucznego jeziora oraz przedstawiono poszczególne etapy realizacji tego projektu. Opis ten wzbogacony został wspomnieniami mieszkańców biorących udział w procesie przesiedlenia z terenów, które zostały zalane. Następnie scharakteryzowano zmiany w środowisku przyrodniczym, jakie zaszły w ciągu trzydziestu lat po zakończeniu budowy zbiornika. W kolejnym etapie dokonano analizy zmian pod względem społecznym oraz przestrzennym, zwracając uwagę również na przyczyny szybkiego tempa eutrofizacji akwenu. Z przeprowadzonych ankiet wśród okolicznych mieszkańców wynika, że zdecydowana większość z nich popiera powstanie Zbiornika Dobczyckiego. Jednak wiele osób pamiętających czasy sprzed istnienia akwenu nadal czuje smutek i żal, związane z procesem jego budowy. Ten przykład wskazuje, jak ważna jest partycypacja społeczna przy realizowaniu tego typu inwestycji.

The creation of the Dobczyce Reservoir in the 1980s was determined by the need to ensure access to drinking water for the inhabitants of Krakow and surrounding villages. In addition, this reservoir protects against floods and produces electricity by a hydroelectric power plant, located next to it. This research paper analyzes the natural and social consequences of creation of the Dobczyce Reservoir, taking into account the opinions of the inhabitants of its vicinity. The first part of the research describes every village and town, surrounding the reservoir. The reasons that influenced the decision to create an artificial lake and the various stages of the project implementation are also characterized. This description includes the memories of residents who participated in the resettlement process from the flooded areas. In the next chapter, the changes in the natural environment that took place in the thirty years after the completion of the reservoir construction were analyzed. In the following stage, the social and spatial changes were described, paying attention to the reasons for the rapid eutrophication of the reservoir. The surveys conducted among local residents point that the vast majority of them support stand for the existence of the Dobczyce Reservoir. However, most people, who remember the times before the Dobczyce Reservoir existed, feel sadness and regret related to the construction process. This example shows, how important social participation is in implementing this type of investment.
