Abuse of the right to public information

Celem pracy jest opisanie zjawiska nadużycia prawa w odniesieniu do prawa dostępu do informacji publicznej. Prawo to jest przyznane podmiotom, które korzystając z niego powinny kierować się dobrem publicznym. Częstym zjawiskiem jest jednak nadużywanie prawa w celu realizacji własnych interesów, często dalekich od idei społecznej kontroli działalności organów publicznych. Praca obejmuje również ogólne kwestie dotyczące nadużycia prawa oraz istoty prawa dostępu do informacji publicznej.

The purpose of the thesis is to describe the phenomenon of abuse of law in relation to the right of access to public information. This right is granted to entities which should be guided by public interest when exercising it. However, it is common to abuse the law to pursue its own interests, often far from the idea of social control over public bodies. The work also describes general issues regarding abuse of rights and the essence of the right to access public information.
