W teoretycznej części pracy przedstawiono sylwetkę menedżera organizacji publicznej oraz specyfikę jej funkcjonowania. Wyjaśniono na czym polega sprawność w kontekście kierowania nią. Przeprowadzone badania miały na celu wykazać jak rola dyrektora szkoły oraz sposób w jaki zarządza wpływają na jej działanie. Wyniki badania sformułowano na podstawie kwestionariusza ankiety skierowanej do nauczycieli szkoły podstawowej i przedszkola. Z badań wywnioskowano, iż dyrektor bardziej skupia się na reprezentowaniu placówki niż organizowaniu jej pracy. Ponadto jest osobą poddającą się emocjom oraz ignorującą oczekiwania i opinie swoich podwładnych, co zaburza sprawne działanie organizacji.

The theoretical part of the work presents the profile of the manager of a public organization and the specifics of its functioning. Explained efficiency in the context of managing it. The research was aimed at demonstrating how the role of the school's headmaster and the way in which it is managed affect its operation. The results of the study were formulated on the basis of a survey addressed to primary and kindergarten teachers. The study concluded that the director was more focused on representing the institution than organizing her work. In addition, he is a person who gives in to emotions and ignores the expectations and opinions of his subordinates, which disrupts the efficient operation of the organization.
