Głównym założeniem pracy jest przybliżenie czytelnikowi instytucji zarządu powiatu, jako kolegialnego wykonawczego organu powiatu. Rozważania skupiają się nie tylko na usystematyzowania struktury organizacyjnej, ale także na charakterystyce relacji organu z radą powiatu czy jego przewodniczącym,jakim jest starosta, jak również na najważniejszych elementach nadzoru nad samorządem terytorialnym.
The main assumption is to introduce the reader to the district board authorities as a collegial executive county authority. The considerations focus not only on the systematization of the organizational structure, but also on the characteristics of the organ's relations with the district council or its chairman, which is the staroste as well as on the most important elements of supervision over the local government.
