Voyt, (mayor, president of the city) as monocratic executive community

Celem pracy jest analiza funkcjonowania wójta, burmistrza, prezydenta miasta jako monokratycznego organu wykonawczego. Praca składa się z trzech rozdziałów, gdzie opisuje i przedstawia definicje decentralizacji, definicję samorządu terytorialnego oraz cechy samorządu terytorialnego. Zostały zawarte zadania i kompetencje rady gminy, działania samorządu gminnego oraz organy gminy i sposób ich wybierania, a także przedstawiono zadania organu wykonawczego gminy. Kolejno ukazane zostały informacje o zadaniach i kompetencjach wójta, burmistrza, prezydenta miasta, jako organu wykonawczego w gminie oraz informacje o przygotowywaniu projektów uchwał rady gminy, a także o sposobie ich wykonywania. Ostatni rozdział pokazuje opis zakresu działania wójta, jego zadań i kompetencji. Pracę napisano w oparciu o dostępną literaturę przedmiotu oraz akty prawne.

The aim of this bachelor's thesis is to analyze the functioning of a voyt, mayor, president of the city as a monocratic executive community. This work consists three chapters, where it describes and presents definitions of decentralisation, definition of local government and characteristics of local government. It contains the tasks and competences of the commune, the activities of the commune self-government, the commune bodies and the manner of their election, as well as the tasks of the executive body of the commune. It also presents the tasks and competences of the executive body of the commune, as well as information on the preparation of draft resolutions of the commune and the way in which they are carried out. The last chapter presents a description of the scope of activity of the mayor, his tasks and competences. The essay was written on the basis of available literature of the subject and legal acts.
