VOIVODE’S SUPREMACY OVER A COMBINED ADMINISTRATION

Tematem pracy jest zwierzchnictwo wojewody nad administracją zespoloną. Podstawowymi założeniami jest wyjaśnienie funkcji wojewody - organu rządowej administracji zespolonej, jako zwierzchnika tejże administracji oraz przedstawiciela Rady Ministrów w województwie, a także nakreślenie znaczenia zwierzchnictwa wojewody nad kierownikami zespolonych służb, inspekcji oraz straży- organami zespolonej administracji rządowej. Jedną z wielu funkcji wojewody jest koordynowanie, kierowanie oraz kontrolowanie jej działalności, jest on także odpowiedzialny za skuteczne jej działanie oraz wyniki tych działań. Posiada możliwość zatwierdzenia regulaminów zespolonych inspekcji i straży oraz organizacji pomocniczych kierowników zespolonych służb. Może powoływać i odwoływać kierownika zespolonej inspekcji, straży czy służby w porozumieniu z organem nadrzędnym. Podstawowym aktem prawnym, jest ustawa z dnia 23 stycznia 2009 r. o wojewodzie i administracji rządowej w województwie.

The basic assumptions are to explain the function of the voivode - the government body of the combined administration as the superior of this administration and a representative of the Council of Ministers in the voivodship, as well as outlining the importance of the head of the Voivode over the managers of the combined services, inspections and guards - bodies of the combined government administration. One of the voivode's many functions is to coordinate, manage and control its activities, he is also responsible for its effective operation and the results of these activities. It has the ability to approve the regulations of the combined inspections and guards and auxiliary organizations of the managers of the combined services. He may appoint and dismiss the head of a combined inspection, guard or service in consultation with the superior body. The basic legal act is the Act of 23 January 2009 on the voivode and the government administration in the voivodship.
