The political position of the head of state in the Republic of Poland and the French Fifth Republic

Celem niniejszej pracy jest porównanie pozycji ustrojowej Prezydenta Rzeczypospolitej Polskiej i Prezydenta V Republiki Francuskiej. O pozycji ustrojowej tej instytucji świadczy jej usytuowanie w systemie organów państwa, sposób jej powoływania, zakres ponoszonej odpowiedzialności, a także zakres funkcji, zadań i kompetencji. Zarówno w Rzeczypospolitej Polskiej jak i V Republice Francuskiej, prezydent należy do dwuczłonowej władzy wykonawczej. To też powoduje, że ich pozycja ukazuje wiele podobieństw. Aczkolwiek, można dostrzec sporo czynników, które odróżniają od siebie te dwa urzędy. Świadczy o tym choćby fakt, iż Prezydent V Republiki Francuskiej posiada silną i dominującą pozycję w państwie, ale przede wszystkim jest szefem egzekutywy. W Rzeczypospolitej Polskiej, Prezydent został pozbawiony realnej władzy, ponieważ ta spoczywa w rękach Rady Ministrów. Ponadto, ustrój polityczny Republiki Francuskiej stanowił inspirację dla wielu krajów europejskich, w tym też dla Rzeczypospolitej Polskiej. Świadczy o tym funkcja arbitrażu politycznego, która została przypisana także Prezydentowi Rzeczypospolitej Polskiej. Dzięki niej, prezydenci obu państw mogą rozwiązywać zaistniałe konflikty polityczne, a także w pewnym sensie wpływać na działania pozostałych organów władz.

The aim of this thesis is to compare the political position of the President of the Republic of Poland and the President of the French Fifth Republic. The political position is determined by place in the system of state authorities, way of appointment, scope of responsibility and also range of functions, tasks and competencies.Both in the Republic of Poland and in the French Fifth Republic, the president belongs to the executive which is why their positions show many similarities. However, you can see many factors that distinguish these two institutions from each other. This is evidenced by the fact that the President of the French Fifth Republic has a strong and dominant position in the country but most of all he is the head of the executive. In the Republic of Poland, the President is deprived of real authority since it belongs to the Council of Ministers.Furthermore, the political system of the French Fifth Republic was an inspiration for many european countries. One of them is the Republic of Poland. This is shown by the political arbitration which also the President of Republic of Poland has. Thanks to this, presidents of both countries can solve political conflicts and also they can have an effect on state authorities' actions.
