Vogt's dismissal issue at the discretion of residents

Tematem pracy jest problematyka odwołania wójta z inicjatywy mieszkańców. Została ona podzielona na 4 części. Na początku przybliżono urząd wójta poprzez przedstawienie najważniejszych kompetencji oraz zadań organu wykonawczego gminy. W części drugiej skupiono się na kwestiach wymogów jakie kandydat na wójta musi spełniać, samych wyborów oraz kadencyjności organu. Następnie dokładnie omówiono instytucje referendum lokalnego w sprawie odwołania wójta (sprecyzowano kto może zostać inicjatorem, przedstawiono procedurę referendum oraz sposób ustalenia i ogłoszenia wyników). Część ostatnia dotyczy konsekwencji skutecznego referendum, skutków wygaśnięcia mandatu wójta.

The subject of the study is a vogt's dismissal issue at the discretion of residents. It has been splitted into four fractions. Initially, commune office has been approximated by introducing the most pivotal competencies and commune's executive tasks. The second part revolves around the thangs which the candidate has to meet to become a vogt, the election itself and the term of the authority. Subsequently, institutions of local referendum have been discussed precisely in terms of vogt's dismissal. It has been clarified who can be an initiator and has been presented the procedures of referendum and the way of determining votes. The ultimate section concerns the implications of a successful referendum- results of a vogt's mandate expiration.
