Tematem pracy są związki międzygminne, czyli jedna z podstawowych, jak i najpopularniejsza forma współpracy jednostek samorządu terytorialnego na szczeblu gminnym w Polsce. W pracy podejmowane są kwestie i regulacje prawne dotyczące tworzenia, organów i zadań związków, a także ich gospodarki finansowej, sposobu likwidacji i nadzoru nad nimi. Przeprowadzona została także ocena ich działalności poprzez wskazanie wad i zalet tworzenia i funkcjonowania tej formy współpracy jednostek samorządu terytorialnego. Praca odpowiada także na pytania dotyczące przyczyn tworzenia związków międzygminnych w Polsce, tego jak ich funkcjonowanie sprawdza się w praktyce, a także czy potrzebne są ewentualne udoskonalenia legislacyjne w tej materii. Dla porównania ogólnie opisane są także inne formy współpracy gmin na podstawie porozumień międzygminnych i stowarzyszeń gmin.

This thesis is about intercommunal associations as basic and most popular form of the cooperation of local government units on the commune rank in Poland. The thesis contains matters of creation, organs and tasks of associations and also of them financial management, way of liquidation and supervision. Also an evaluation of their activity was conducted by showing of the advantages and disadvantages of creating and functioning this form of cooperation of local government units. The thesis also answering questions about reasons of creation this form of local government cooperation, as well points out how them functioning in practice and indicate if some legislative improvements are needed on that subject matter. There are also described other forms of local government cooperation for comparision – intercommunal agreements and commune organizations.
