abstract in Polish:	Tematem pracy jest skarga na akty nadzoru nad działalnością organów jednostek samorządu terytorialnego. Zagadnienie to jest związane z problematyką nadzoru nad samorządem terytorialnym oraz ochroną samodzielności jednostek samorządu terytorialnego. Ochrona ta wykonywana jest przez sądy administracyjne, a jej głównym przejawem jest uprawnienie jednostek samorządu terytorialnego do złożenia skargi na akt nadzoru. Pierwszy rozdział pracy dotyczy pojęcia nadzoru, jego celu i kryterium. Przedstawione zostały także organy nadzoru, do których zalicza się wojewodę, Prezesa Rady Ministrów oraz regionalne izby obrachunkowe. W kolejnym rozdziale scharakteryzowane zostały akty nadzoru, które stanowią zakres przedmiotowy skargi do sądu administracyjnego. W tym rozdziale omówione zostało także postępowanie nadzorcze. Trzeci rozdział zawiera przesłanki dopuszczalności skargi do sądu administracyjnego. Wskazane zostały różnice pomiędzy uregulowaniem poszczególnych przesłanek w ustawach samorządowych, które stanowią przepisy szczególne w stosunku do przepisów ustawy Prawo o postępowaniu przed sądami administracyjnymi. W ostatnim rozdziale omówione zostało postępowanie sądowoadministracyjne ze skargi na akt nadzoru oraz przedstawione zostały orzeczenia sądu kończące to postępowanie i ich skutki.
abstract in English:	The subject of the master's thesis is complaint against supervisory acts over the activity of local government. This issue is related to the matter of supervision and protection of independence of local government. This protection is exercised by the administrative courts and its main aspect is the right of the local government to complain against supervisory act. The first chapter of this thesis refers to the term of supervision, its aim and the criterion. There are also presented the supervisory authorities: the voivodes, the Prime Minister and the regional audit chambers. In the next chapter there are characterized supervisory acts, which comprise the material scope of the complaint to the administrative court. There is presented supervisory proceeding, which is conducted by the supervisory authorities. The third chapter is related to the admissibility conditions of complaint to the administrative court. The important issue is the difference between general rules of administrative court proceeding and specific provisions contained in the local government acts. The last chapter describes an administrative court proceeding, which is a result of the complaint against supervisory act. There are also presented decisions of the court and their consequences.
