An evaluation of the development strategy of the Kakolewnica Wschodnia commune in the years 2008-2015

Celem pracy jest przedstawienie istoty rozwoju lokalnego i regionalnego i strategii rozwoju jednostki samorządu terytorialnego oraz analiza i ocena poziomu realizacji strategii rozwoju gminy Kąkolewnica Wschodnia na lata 2008-2015. W badaniu zastosowano studium przypadku jako główną metodę, której podporządkowano metodę analizy dokumentacji i danych wtórnych oraz metodę wywiadu bezpośredniego, częściowo ustrukturyzowanego. Stosując metodykę ewaluacji publicznej mid-term, poddano analizie wskaźniki, które mają służyć monitorowaniu i ocenie poziomu realizacji poszczególnych celów strategii. Stwierdzono, że nie wszystkie cele analizy zostały zrealizowane zgodnie z założonym planem i sformułowano zalecenia co do dalszego sposobu wdrażania strategii.

The aim of the study is to present the essence of local and regional development and of the development strategy of local government units and to analyze and assess the level of implementation of the development strategy of the Kakolewnica Wschodnia commune in the years 2008-2015. The study adopted a case study as the main method, as well as the analysis of secondary data and of the municipality’s records and a direct semi-structured interview, as specific methods. Based on the methodology of public mid-term evaluation, the indicators designed to monitor and evaluate the level of implementation of specific objectives of the strategy were analyzed. It was found that not all the objectives of the strategy were implemented as planned, and the recommendations as to how to further implement the strategy were formulated.
