E-government in the regulation of Polish administrative law

Niniejsza praca dotyczy problematyki e-administracji w regulacji polskich przepisów prawnych. Opisano w niej istotę i zadania administracji publicznej, cechy administracji publicznej oraz scharakteryzowano przepisy ustawy o informatyzacji. Omówiono zasady działania e-administracji w świetle Kodeksu postępowania administracyjnego. Dokonano charakterystyki dokumentu elektronicznego. Opisano ujęcie definicyjne e- dokumentu w aspekcie prawnym, strukturę e-dokumentu, podział dokumentów elektronicznych, zasady archiwizacji i obiegu dokumentów elektronicznych oraz istotę podpisu elektronicznego. Ostatni rozdział dotyczy ochrony danych osobowych. Opisano w nim przepisy ustawy o ochronie danych osobowych oraz zagrożenia związane z przetwarzaniem danych cyfrowych.

The work deals with the issues of e-government in the regulation of Polish legislation. It describes the essence and tasks of public administration, public administration, and features characterized Law on computerization. Discusses the principles of e-government in the light of the Code of Administrative Procedure. There have been characteristic of the electronic document. Describes the definition of e-document approach in terms of legal structure of e-document, the distribution of electronic documents, the principles of archiving and electronic document circulation and the importance of electronic signatures. The last chapter deals with the protection of personal data. It describes the provisions of the Law on the protection of personal data and the risks associated with the processing of digital data.
