Political groups in European Parliament

Celem mojej pracy jest przedstawienie i charakterystyka grup politycznych występujących w Parlamencie Europejskim. Pierwszy rozdział jest poświęcony historycznym i prawnym uwarunkowaniom odnoszącym się do tworzenia grup politycznych w Parlamencie Europejskim. Zostało w nim omówione pojęcie grup politycznych i ich status prawny, a w szczególności: zasady tworzenia frakcji, sposób ich działania w PE, ich uprawnienia oraz zasady finansowania z budżetu Parlamentu Europejskiego. Kolejnym zagadnieniem omawianym w rozdziale pierwszym jest rozwój historyczny grup politycznych w Parlamencie Europejskim od początku ich istnienia do aż siódmej kadencji Parlamentu, która skończyła się w 2014 roku. Drugi rozdział jest próbą zaprezentowania informacji o grupach politycznych utworzonych i działających w Parlamencie Europejskim ósmej kadencji. Została omówiona ich geneza, poprzednicy, główne założenia ideowo – programowe jak również udział w nich polskich deputowanych wybieranych w wyborach bezpośrednich do PE. W ostatnim podrozdziale więcej uwagi poświęcono posłom niezależnym. Zostały przedstawione ich możliwości wpływania na prace Parlamentu Europejskiego i zestawienie ich wpływu z tym przynależnym grupom politycznym. W trzecim rozdziale scharakteryzowana została spójność grup politycznych oraz relacje między nimi w Parlamencie Europejskim, a w szczególności: czynniki wpływające na spójność grup politycznych, zmiany w zakresie spójności grup na przestrzeni kolejnych kadencji Parlamentu Europejskiego. W kolejnym podrozdziale zostały omówione wzorce tworzenia koalicji w PE, w szczególności specyfika koalicji tworzonej przez Europejską Partię Ludową oraz Socjalistów i Demokratów. W ostatnim podrozdziale jest mowa o roli i znaczeniu grup politycznych w PE.

The aim of my work is to present and characterize the political groups acting in the European Parliament. The first chapter is devoted to the historical and legal conditionality relating to the formation of political groups in the European Parliament. It was discussed the concept of political groups and their legal status, in particular the rules for creating fractions, the way they work in the EP, their powers and the financing from the budget of the European Parliament. Another issue discussed in the first chapter is the historical development of the political groups in the European Parliament from the beginning of their existence until the Parliament seventh term of office, which ended in 2014. The second chapter is an attempt to present information about the political groups established and operating in the European Parliament in its eighth term of office. In this chapter the political groups’ genesis, antecedents, the main ideological-programmatic assumptions as well as participation of Polish deputies elected in the direct elections to the European Parliament were discussed. In the final section more attention was devoted to the EP independent members. There are shown their opportunities to affect the work of the European Parliament, their influence is compared to the impact which exercise the political groups.In the third chapter the cohesion of the political groups and the relationships between them in the European Parliament were characterized, in particular: factors affecting the cohesion of the political groups, changes in the cohesion of the groups throughout the subsequent parliamentary terms. In the next section the patterns of coalitions creation in the European Parliament were discussed, especially the specific of the coalition formed by the European People's Party and the Socialists and Democrats. The last section is about the role and the importance of the political groups in the EP.
