Praca przedstawia niemiecką sferę polityczną, skupiając się głównie na stanowisku Prezydenta Niemiec. Przez wzgląd na duże znacznie tego państwa zarówno w Unii Europejskiej jak i na arenie ogólnoświatowej, istnieje spore zainteresowanie sposobem sprawowania w nim władzy. Głowa państwa nie należy w Niemczech do urzędów posiadających moc decyzyjną w ważnych sprawach politycznych, posiada jednak szereg uprawnień oraz obowiązków, które muszą być wykonywane, aby państwo mogło sprawnie funkcjonować. Z tego właśnie względu Prezydent Republiki Federalnej Niemiec znalazł się w centrum uwagi niniejszej pracy. Celem opracowania jest bowiem analiza pozycji prawnoustrojowej oraz politycznej głowy państwa w Niemczech. Problematyka ta jest rozważana w szerszym kontekście, w pracy uwzględniono także uwarunkowania historyczne oraz systemowe i polityczne, które pozwalają na lepsze zrozumienie kształtu współczesnej niemieckiej prezydentury, a także na jej usytuowania w systemie organów państwowych oraz na tle niemieckiego systemu partyjnego.

This study presents the German political sphere, focusing mainly on the position of the President of Germany. For the sake of great importance of this state in both the European Union and on the global scene, there is a lot of interests in the way the power is exercised in it. Germany's head of state does not belong to authorities with the decision-making power on significant policy issues, however, has a number of rights and responsibilities, which have to be performed in order to cause that the state functions properly. Because of that fact, the paper focuses on the President of the Federal Republic of Germany. The aim of this study is to analyze the political and legal position of head of state in Germany. This issue is considered in a broader context, the paper includes also historical, systemic and political conditions that allow for a better understanding of the shape of the modern German presidency, as well as its location in the system of states bodies and against the German party system.
