Analysis of the sources of funding for the medical rehabilitation and the health resort industries in Poland from 2004 to 2012

W pracy przeprowadzono analizę źródeł finansowania rehabilitacji medycznej oraz lecznictwa uzdrowiskowego w latach 2004-2012. Posłużono się danymi z Narodowego Funduszu Zdrowia, Państwowego Funduszu Rehabilitacji Osób Niepełnosprawnych, Głównego Urzędu Statystycznego oraz Zakładu Ubezpieczeń Społecznych. W badanym okresie czasu NFZ ma największy udział w finansowaniu usług rehabilitacyjnych. Ponadto PEFRON i ZUS są również istotnymi publicznymi źródłami finansowania. Odnotowujemy, że udział rehabilitacji medycznej w całkowitych wydatkach NFZ na świadczenia zdrowotne zwiększał się, natomiast udział lecznictwa uzdrowiskowego spadał w badanym okresie. Natomiast koszty realizacji umów NFZ z tytułu rehabilitacji medycznej i lecznictwa uzdrowiskowego wzrastały zarówno w ujęciu regionalnym jak i w przeliczeniu na mieszkańca. Analiza źródeł finansowania uwzględnia także prywatne środki gospodarstw domowych przeznaczane na usługi rehabilitacyjne, które wzrastały w badanym okresie.

The paper analyzes the sources of funding for the medical rehabilitation and the health resort industries from 2004 to 2012. The National Health Fund, the State Fund for Rehabilitation of Persons with Disabilities, the Central Statistical Office and the Social Insurance Institution data was used. In the analyzed period of time, the NHF has the largest share in funding of rehabilitation services. Additionally, PEFRON and the Social Insurance Institution are major public sources of financing as well. We can note that the share of the medical rehabilitation in the NHF total expenditure for health services increased, while the share of health resort industries came down. Moreover, the cost of the contracts with the NFZ for the medical rehabilitation and the health resort industries grown both in regional terms and in per capita terms. Analysis the sources of funding includes private households means spent on rehabilitation services, which increased during the described period of time.
