W niniejszej pracy pragnę przybliżyć problematykę budżetu państwa jako planu finansowego. Budżet państwa podobnie jak budżet osobisty jest planem finansowym uwzględniającym planowane dochody i wydatki. Budżet nie jest więc workiem z pieniędzmi, a jedynie planem wpływów i wydatków. Zajmuje on centrale miejsce w systemie finansów a wynika to stąd, że gromadzi się i dzieli w nim największą część środków publicznych pochodzących przede wszystkim z podatków płaconych przez społeczeństwo.Praca ta opiera się na studiach literatury z zakresu finansów i prawa finansowego oraz ekonomii. Pierwszy rozdział mojej pracy poświęciłam historii rozwoju budżetu państwa, która sięga aż starożytności oraz jego początkach w Anglii, Polsce i Francji. Zdefiniowałam pojęcie budżetu państwa oraz zaprezentowałam jego funkcje. Drugi rozdział poświęciłam treści budżetu państwa. Przedstawiłam strukturę budżetu, która charakteryzuje się podziałem na części, działy, rozdziały i paragrafy. Dokonałam ogólnej charakterystyki jego dochodów i wydatków jednocześnie zwracając uwagę na problem deficytu oraz długu publicznego.Ostatni rozdział w całości poświęciłam zasadom budżetowym.
