The organization and functioning of the executive branch in the Scandinavian monarchies

Nieniejsza praca prezentuje organizację i sposób działania władzy wykonawczej w trzech państwach Północnej Europy: Danii, Norwegii i Szwecji. W powszechnej opinii te trzy państwa uważane są za bardzo zbliżone, często opisuje się je jako jedną całość. Jednak występują pomiędzy nimi istotne rozbieżności. Część z nich dotyczy właśnie władzy wykonawczej. Problem badawczy, jaki postawił autor, ma na celu analizę podobieństw i różnic występujących między tymi państwami, a także określenie skali tych podobieństw i różnic. Temat pracy skoncentrowany jest na rządzie i w zasadzie pomija funkcje wykonywane przez monarchę. Został on bowiem pozbawiony faktycznego wpływu na władzę wykonawczą i jego rola jest dziś tylko ceremonialna. Kolejne rozdziały omawiają najważniejsze czynniki, determinujące działanie rządu, a więc uregulowania prawne i normy praktyki ustrojowej oraz wzajemne relacje między partiami politycznymi. Zaprezentowano też historię organów egzekutywy, a w ostatniej części omówiony został charakterystyczny dla Skandynawii i unikalny w skali świata model organizacji administracji rządowej. Funkcję bieżącego zarządzania wypełniają tam niezależne w znacznej mierze agencje, złożone z pracowników służby cywilnej o fachowej a nie politycznej drodze kariery.

This dissertation presents the organization and the functioning of executive power in three countries in the North of the Europe: Denmark, Norway and Sweden. The general opinion is: these three countries are very similar, and it is also very common to describe them as a whole. However, there are also differences between them and these differences could be crucial. Some of them relate to the executive. The research question of this dissertation is the analysis of similarities and differences between Scandinavian executive power in three countries and the attempt to assume the scope of these similarities and differences. The subject focuses on the government only and basically ignores the function that is performed by the monarch. The Scandinavian kings were deprived of the impact on the executive and their role has been ceremonial only. Subsequent chapters discuss the most important factors determining the functioning of government as: the constitutional rules and the rules of practice on the one hand and the relationship between political parties on the other hand. There are also some remarks on the history of the organs of the executive. In the last part the characteristic and unique Scandinavian model of the government administration organization is presented. The function of current management is fulfilled by agencies that are independent from cabinet and that consist of civil servants with a professional rather than political path of career.
