W swoim opracowaniu pragnę przybliżyć tematykę dotyczącą zasady federalizmu, która odgrywa kluczową rolę w systemie ustrojowym Stanów Zjednoczonych.Na początek zaprezentuję znaczenie terminu federalizm. Jest to pojęcie bardzo obszerne, mające znaczenie w różnych dziedzinach, głownie związanych z organizacją i ustrojem państwowym. Na przełomie lat i wydarzeń historycznych termin ten miał wielorakie znaczenie.We współczesnym świecie jest jednak głównie utożsamiany ze strukturą państwa bądź związku państw.W pierwszym rozdziale podjęłam zatem próbę zaprezentowania różnych poglądów i pojmowania terminu federalizm.W rozdziale drugim pragnę zaprezentować federalizm jako zasadę ustrojową. W tym przypadku na federalizm spojrzymy od strony struktury, funkcjonowania i głównych zasad związanych z ustrojem i państwem o strukturze federalnej.W państwie federalnym znajduje on zastosowanie nie tylko w strukturze, która dzieli się na państwo jako federację i części składowe federacji.Federalizm w państwie pojawia się w formie zasady ustrojowej, która wyznacza główne kierunki dla ukształtowania zasad funkcjonowania państwa. Zasadami, które występują wspólnie z nią jest zasada autonomii, suwerenności, partycypacji oraz kooperacji. Powyższe zasady w mniejszym bądź większym stopniu ale zawsze pojawiają się w konstytucjach państw federalnych.W rozdziale trzecim zostanie zaprezentowane funkcjonowanie zasady federalizmu na przykładzie ustroju Stanów Zjednoczonych. Uważam wybór Stanów Zjednoczonych za trafny z tego względu, iż jest to pierwsze w historii państwo, które w pełni ukształtowało i zapoczątkowało model państwa o strukturze federalnej.W historii Stanów Zjednoczonych pokrótce zostanie przedstawiony proces- moment ukształtowania się państwa.Następnie zostaną scharakteryzowane cechy, zasady funkcjonujące w ustroju, na które bezpośredni wpływ ma konstytucyjna zasada federalizmu.W Stanach Zjednoczonych obok zasady federalizmu największe znaczenie odgrywa zasada podziału władzy. Podział kompetencji rozdziela się na federacje i stany. Kolejna część pracy będzie stanowiła głównie odzwierciedlenie podziału władzy i wiążące się z tym problemy i zastosowanie go w funkcjonowaniu państwa. Biorąc pod uwagę taki podział państwa nie bez znaczenia pozostaje kwestia autonomii zarówno federacji jak i jej części składowych.Poruszane będą również zagadnienia związane z udziałem stanów w sprawowaniu władzy poprzez izbę parlamentu oraz wpływ na prezydenta.Pokrótce przedstawię procedurę zmiany konstytucji federalnej, która w praktyce jest niezwykle trudnym procesem.Na koniec mojego opracowania pozostawiłam kwestie związana z rozstrzyganiem sporów kompetencyjnych w federacji. Jest to o tyle problematyczne zagadnienie ze względu na brak jednoznacznego wskazania konkretnej instytucji mającej co do tego odpowiednie kompetencje.

In my paper on the subject I would like to introduce the principle of federalism, which plays a key role in the system of government of the United States.For starters I will present meaning of federalism. It is a very broad concept of importance in various fields, mainly related to the organization and the national political system. At the turn of events and historical term has multiple meanings.In today's world, however, is mainly identified with the structure of the country or union of states.In the first chapter, so I made an attempt to present different views and understanding of the term federalism.In the second chapter I present the principle of federalism as a political system.
