Civilian and military missions of the European Union in the framework of the Common Security and Defence Policy

Praca ta jest próbą odpowiedzi na pytanie w jaki sposób Unia Europejska wypracowała struktury, zdolności oraz zasoby pozwalające na przeprowadzanie misji cywilnych i wojskowych w ramach Wspólnej Polityki Bezpieczeństwa i Obrony. Biorąc pod uwagę mnogość literatury zajmującej się bezpośrednią analizą konfliktów oraz sytuacji kryzysowych, a także metodami ich rozwiązywania, autorka pragnie skupić się na uregulowaniach prawnych dotyczących misji cywilnych i wojskowych Unii Europejskiej, znaczeniu Unii Zachodnioeuropejskiej w kontekście rozwoju Wspólnej Polityki Bezpieczeństwa i Obrony, historii Wspólnej Polityki Bezpieczeństwa i Obrony oraz praktycznej działalności misji petersberskich. Misje cywilne i wojskowe Unii Europejskiej nie miałyby racji bytu bez wykorzystania przez państwa zachodnioeuropejskie doświadczeń innej organizacji międzynarodowej, ściśle współpracującej z Unią Europejską w dziedzinie bezpieczeństwa. Stąd też pierwszy rozdział pracy został poświęcony analizie Unii Zachodnioeuropejskiej, przedstawiając kolejne etapy jej rozwoju oraz znaczenie tej organizacji w budowie Wspólnej Polityki Bezpieczeństwa i Obrony w ramach Unii Europejskiej.Rozdział drugi i trzeci obejmują historię oraz podstawy prawne Wspólnej Polityki Bezpieczeństwa i Obrony od Traktatu z Maastricht do Traktatu Lizbońskiego. Problem rozwoju misji cywilnych i wojskowych Unii Europejskiej został ujęty w szerszej perspektywie prezentującej dorobek Unii Europejskiej w tworzeniu struktur instytucjonalnych i operacyjnych w ramach Wspólnej Polityki Bezpieczeństwa i Obrony. Ostatni – czwarty rozdział prezentuje uproszczony model zarządzania kryzysowego oraz informacje praktyczne dotyczące zakończonych oraz trwających misji petersberskich. Autorka wyszczególnia misje wojskowe, a także misje cywilne, które można podzielić ze względu na cel działań na: misje policyjne, misje graniczne, misje rządów prawa, misje związane z reformą sektora bezpieczeństwa, misje obserwacyjne i misje wsparcia.

This work is an attempt to answer the question of how the EU has developed the structure, capacity and resources available to carry out civilian and military missions in the framework of the Common Security and Defence Policy. Given the multitude of literature dealing with the direct analysis of conflicts and crises, as well as the methods to solve them, the author wants to focus on the regulatory framework for civil and military missions of the European Union, the importance of the Western European Union in the context of the development of the Common Security and Defence Policy, the history of the Common Security and Defence and the practical activities of the Petersberg tasks.Civilian and military missions of the European Union would have no right to exist without the use of the Western European countries experience another international organization, working closely with the European Union in the field of security. Therefore, the first part of work has been devoted to the analysis of Western European Union, showing successive stages of its development and the importance of this organization in the construction of the Common Security and Defence Policy in the European Union.Chapter two and three cover the history and legal basis of the Common Security and Defence Policy from the Maastricht Treaty to the Treaty of Lisbon. The problem of the development of civil and military missions of the European Union has been included in a broader perspective, presenting the achievements of the European Union in creating the institutional and operational framework of the Common Security and Defence Policy.The last - the fourth chapter presents a simplified model of crisis management and practical information on completed and ongoing Petersberg missions. The author details the military missions and civilian missions, which can be divided according to the purpose for action: police missions, missions limit the rule of law missions, missions related to the reform of the security sector, observer missions and missions support.
