European Capital of Culture as an opportunity for the development of the city on the example of Krakow, Wroclaw and Szczecin.

Tematem niniejszej pracy jest analiza wpływu unijnego programu Europejska Stolica Kultury (ESK) na rozwój miast europejskich, na przykładzie wybranych miast polskich. W rozdziale I znajdują się zagadnienia dotyczące polityki kulturalnej Unii Europejskiej, historii programu ESK oraz procedur wyłaniania kandydatów. Rozdział II poświęcony jest Krakowowi, jako Europejskiemu Miastu Kultury 2000 oraz zmianom jakie dokonały się w mieście dzięki uzyskaniu tego tytułu. W rozdziale III analizie zostaje poddany Wrocław, jako ESK 2016. Choć miasto pozostaje w fazie przygotowań do obchodów roku 2016, już dziś, w wielu obszarach, widoczne są zmiany, wynikające z realizacji przyjętego programu ESK. Rozdział IV dotyczy Szczecina, jako przykładu miasta, które nie otrzymało tytułu, dla którego jednak już sam udział w konkursie stał się katalizatorem zmian w zarządzaniu kulturą w mieście. Celem pracy jest potwierdzenie tezy, iż program Europejska Stolica Kultury stymuluje rozwój miast europejskich, udział w tym programie (nawet w fazie konkursowej) jest znakomitą szansą na zmianę wizerunku miasta, jego rozwój kulturalny, społeczny i gospodarczy.

The theme of the present B.A. thesis is the impact of the European Union program – European Capital of Culture (ECC) on the development of European cities, exemplified by selected Polish cities. In the first part there are the issues of cultural policy of the EU, the history of ECC program and the procedures for selecting candidates. The second chapter is devoted to Krakow as the European City of Culture 2000 and the changes that have taken place in the city by achieving this title. In the third chapter the situation of Wroclaw, as the ECC 2016 is analyzed. The city is in the preparation phase for the year 2016, but in many areas, there are considerable changes resulting from implementation of the ECC program. The fourth part concerns Szczecin, an example of the city, which has not received the title, however, the mere participation in the project has become a catalyst for changes in culture management. The main aim of this study is to confirm the thesis that the ECC program stimulates the development of European cities, participating in this program (even in the phase of the competition) is an excellent opportunity to change the image of the city, its cultural, social and economic development.
