Niniejsza praca dotyczy reformy polskiego systemu emerytalnego, która weszła w życie z dniem 1 stycznia 1999 roku. Głównym jej celem jest przedstawienie kolejno przyczyn, przebiegu i oceny przyjętych rozwiązań. Nie zawiera więc szczegółowych opisów funkcjonowania systemu emerytalnego dla wszystkich grup zawodowych. Pierwszy rozdział jest wstępem teoretycznym do poruszanej w pracy tematyki. Została w nim przedstawiona używana terminologia oraz najważniejsze pojęcia, modele i klasyfikacje związane z systemem emerytalnym. Ponadto opisuje on powstanie i ewolucję systemu emerytalnego w Polsce, począwszy od pierwszych ubezpieczeń społecznych w okresie międzywojennym do stanu sprzed reformy z 1998 roku. Drugi rozdział skupia się na przedstawieniu przyczyn reformy z perspektywy ekonomicznej, społecznej oraz procesu politycznego jej wdrażania. Zawiera również opis przyjętych reformą rozwiązań oraz najważniejsze z punktu widzenia jej funkcjonowania zmiany. W ostatnim z rozdziałów przedstawiona została ocena reformy – zarówno stan przygotowania poszczególnych instytucji, które miały za zadanie implementować nowe rozwiązania, jak i poglądy społeczeństwa i ekonomistów na wprowadzone rozwiązania.

This thesis concerns the reform of the polish pension system which came into force on January 1st 1999. Its main purpose is to present the reasons, processes and the evaluation of the solution included in the reform. Because of that, this thesis does not include detailed descriptions of the pension scheme for all groups of profession work sector. The first chapter is an introduction to theoretical issues used in work. It is presented with the us of terminology and key concepts, models and classifications related to the pension system. In addition, the dissertation describes the origins and evolution of the pension system in Poland, from the first social insurance in the interwar period to the situation before reform in 1998. The second chapter focuses on explaining the reasons for reforming economic and social perspectives and presents political process in its implementation. It also includes the description of solutions included in reform and a viewpoint on the most important changes on the functioning of reform. The last chapter presents the evaluation of reform - the preparedness of the various institutions that were supposed to implement new solutions, as well as the views of society and economists.
