The Role of European Union in Conflict Resolution: Focusing on the Horn of Africa/East Africa Executive summeryThe economic integration of the EU through the project of Schuman eclaration, have lead the European member states towards the non-violent and compromised-oriented solutions of conflicts. These in turn has guided the EU’s internal interactions and have established the EU as a supportive arrangement of democratic and peaceful states.Hence, the EU has been able to enjoy its role as normative power and as a dominating actor, not only while pursuing its economic interests but also as a value-based actor, promoting human rights, respect rule of law, emocracy and regional integration. Thus, the idea of the EU as a ‘norm- maker’ has led to the discovery of the normative influence of the EU to the other arts of the globe and has been trying to externalize these norms, including its model of regional integration. In contrast, conflicts and wars in African states had been increased significantly. The conflicts in the Horn of Africa seemed to be quite dangerous for Europe and Asia, as they have the potential to disturb the physical security of both individuals and the state, and consequences for socio-economic security. Millions of people are dying, the rule of law is almost not existed and human rights are insecure, people are migrating to Europe, terrorism is expanding and piracy is becoming a major problem. As a result, as a guardian for human rights and the rule of law, EU’s security policy is now to face a multi-faceted problem and insecurity by the region.As an international player in enforcing its norms to create a safe and peaceful globe, and resolve the conflicts, the EU is in a strong position to exert a normative influence by way of its vast number of approaches, through its massive financial support and its capability to combine attractive positive incentives with harsh negative sanctions. Moreover, TEU has furnished the EU with more effective instruments for imposing sanctions on third countries. As the EU has made significantly successful efforts in the Western Balkans since the late 1990s, Democratic republic of Congo, through the adoption of a “Communication on Conflict Prevention” Such as: targeting the root causes of the conflict, improving the effectiveness of policies aimed at specific factors that trigger or prolong conflict, and enhancing the Union’s ability to react quickly to emerging conflict situations, the EU can be effective in solving the conflicts in the Horn of Africa.The EU has faced a lack of consistency between its normative goals of conflict resolution methods and the real impact towards achieving the goals. Despite the high expectation and high hopes, however, there is manifestation that the EU has difficulties in dealing with situations of crisis, since most crisis highlight urgency, and uncertainty. The finding of this paper indicates that the instability in the Horn of Africa has the potential of threatening European security, and has been known by the EU. Thus, it is worth recognizing to result in spillover and in turn affecting world order on a systemic level through its influence on the global political and economy. Moreover, threats emanating from this region will have a more perceptible impact on European securityIn conclusion to address the security problems in the Horn of Africa, there needs a common sense of purpose from the member states themselves (East African States) and Europe. Though the EU is most clearly a coherent international actor when dealing with economic and trade issues; it is in its infant stage to become an influential actor in conflict management and security. Hence, to enhance the social and political situations of the Horn of Africa, the EU has to combine its capabilities and apply effective instruments for influencing the parties in conflict as furnished by the TEU.
