High Representative for Common and Security Policy and the international identity of the European Union

Paper examines the issue of the international identity of the European Union in the context of the functioning of the institutions of the High Representative for Common Foreign and Security Policy. Thesis focuses on the evolution of EU foreign policy and the institution of the High Representative in historical and institutional perspective, including analysis of all changes provided by treaties. Relationships between the development of these above lead to bring the thesis that changes in the shape of the institution and functioning of the High Representative are a reflection of the condition in which there was and is now the European Union, with emphasis on its international dimension. Work covers the years 1992 - 2011, since the establishment of the Common Foreign and Security Policy, through the reform of the Lisbon Treaty, by mid-2011. Work looks at the key political issues in the European Union, examines the issues of a practical-empirical, and devotes attention to the reflection on the state of the Community's foreign policy, as well as the prospects for the future.

Praca bada zagadnienie międzynarodowej tożsamości Unii Europejskiej w kontekście funkcjonowania instytucji Wysokiego Przedstawiciela do spraw Wspólnej Polityki Zagranicznej i Bezpieczeństwa. Skupia się na przedstawieniu ewolucji polityki zagranicznej Unii oraz urzędu Wysokiego Przedstawiciela, w ujęciu historycznym i instytucjonalnym, z uwzględnieniem analizy wszystkich zmian traktatowych. Zależności między rozwojem powyższych prowadzą do postawienia tezy, iż zmiany zachodzące w kształcie instytucji i sposobie sprawowania funkcji Wysokiego Przedstawiciela są odzwierciedleniem kondycji w jakiej znajdowała się i znajduje obecnie Unia Europejska, z naciskiem na jej międzynarodowy wymiar. Praca obejmuje lata 1992 – 2011, od powstania Wspólnej Polityki Zagranicznej i Bezpieczeństwa, poprzez reformę Traktatu z Lizbony, do połowy 2011 roku. Praca porusza główne problemy polityczne w Unii Europejskiej, analizuje zagadnienia o charakterze praktyczno- empirycznym, oraz poświęca uwagę na refleksję nad stanem wspólnotowej polityki zagranicznej, a także nad perspektywami na przyszłość.
