Complementarity of Choosen Planning Tools in Neighbouring Local Authorities in Katowice Conurbation on the Example of Bytom, Chorzów, Ruda Śląska and Świętochłowice.

This dissertation is focused on planning tools at the local level, particularly on relations between the same tools used by various local authorities. The aim of the dissertation is verification of a hypothesis on a lack of coherence and complementarity between particular planning tools in cities of Katowice conurbation on the example of four local authorities. The compiled listing of currently used documents presents their status of obsolesce and also, this listing enables investigating relations between content of the documents and external similarity of their structure. The performed general analysis shows discrepancies in structures of the same documents in the compared authorities, moreover, the detailed analysis proves poor coherence and complementarity of document contents. It leads to the conclusion of lack of common planning politics in the cities of Katowice conurbation.

Przedmiotem niniejszej pracy są narzędzia planistyczne na poziomie lokalnym, a konkretnie wzajemne relacje pomiędzy tymi samymi instrumentami w różnych jednostkach terytorialnych. Celem pracy jest zweryfikowanie hipotezy o braku spójności i wzajemnej komplementarności poszczególnych narzędzi planistycznych w miastach konurbacji katowickiej na przykładzie wybranych 4 samorządów terytorialnych. Dokonana ewidencja obowiązujących dokumentów dodatkowo pozytywnie weryfikuje stan ich aktualności, a także pozwala na zbadanie relacji między ich zapisami oraz zewnętrznego podobieństwa ich struktury. Przeprowadzona analiza ogólna ukazuje rozbieżności w strukturach tych samych dokumentów w różnych jednostkach, natomiast analiza szczegółowa dowodzi słabej spójności i komplementarności ich zapisów, co doprowadza do przedstawienia wniosku o braku wspólnej polityki planistycznej w miastach konurbacji katowickiej.
