The State as a macrostructure : challenges, directions of reforms

W turbulentnym otoczeniu, którego przemiany z trudem poddają się predykcji, rola państwa jako makrostruktury, w tym o ochronnym charakterze, wzrasta. W dzisiejszej dobie, nikt z badaczy o znaczącym autorytecie naukowym nie kwestionuje roli państwa w gospodarce i nie postuluje powrotu do liberalnej koncepcji państwa "nocnego stróża". Niekwestionowany wpływ państwa na gospodarkę i społeczeństwo nakazuje prowadzenie dogłębnych analiz dotyczących mechanizmów jego funkcjonowania, w tym z perspektywy prakseologii. Jest to celem badań, których rezultaty dotyczące wyzwań i kierunków doskonalenia państwa przedstawiono w niniejszym artykule. Badania, mające charakter prolegomeny, prowadzono z wykorzystaniem metod właściwych dla dyscypliny nauk o zarządzaniu i jakości w warunkach pluralizmu epistemologicznego.

In a turbulent environment whose transformations are difficult to predict, the role of the State as a macrostructure increases. Nowadays, no one questions the role of the state in the economy and no one postulates a return to the liberal concept of the State as the "night watchman". The unquestioned influence of the State on the economy and society requires conducting in-depth analysis of the mechanisms of its functioning. This is the purpose of the research whose results regarding challenges and directions for improving the State are presented in this article. The research was conducted using methods appropriate to the discipline of management and quality sciences under epistemological pluralism.
