Supervision and control over public finance in territorial self-government units

Nadzór i kontrola finansów publicznych w jednostkach samorządu terytorialnegoPraca w pierwszej części zawiera informacje na temat finansów publicznych, zasad gospodarki finansowej jednostek samorządu terytorialnego i problemu decentralizacji finansów publicznych. W dalszej kolejności umiejscowione są rozważania teoretyczne nad pojęciami i istotą nadzoru i kontroli gospodarki finansowej j.s.t. Główną część pracy zajmuje analiza obowiązujących w Polsce przepisów dotyczących kontroli i nadzoru finansów publicznych w jednostkach samorządu terytorialnego oraz praktyki ich stosowania. Kolejno opisywane są: działania podejmowane przez regionalne izby obrachunkowe , czynności kontrolne dokonywane w ramach kontroli skarbowej, kontrola sprawowana przez samorządowe kolegia odwoławcze i na koniec kontrola sądowa sprawowana przez sądy administracyjne.

Supervision and control over public finance in territorial self-government unitsThe first part of the thesis considers information about public finance, the principles of the financial economy of territorial self-government units and the problem of public finance decentralization. In the further section there are presented theoretical considerations about the concepts and essence of the supervision and control over financial economy of territorial self-government units. The main part is focused on the analysis of Polish regulations in force, regarding the supervision and control over public finance in territorial self-government units, and their application. In the succeeding sections there are described the following: actions taken by regional chambers of accounts, controlling actions within fiscal audits, control exercised by local self-government appeals committees and, last of all, judicial inspection conducted by the administrative courts.
