National Bank of Poland in polish system of government bodies

Celem niniejszej pracy jest ukazanie znaczenia oraz roli Narodowego Banku Polskiego w polskim systemie organów państwowych. Narodowy Bank Polski (NBP) jest bankiem centralnym Rzeczypospolitej Polskiej. Wypełnia zadania określone w Konstytucji RP, ustawie o Narodowym Banku Polskim i ustawie Prawo bankowe. Wymienione akty prawne gwarantują niezależność NBP od innych organów państwa. NBP pełni trzy podstawowe funkcje: banku emisyjnego, banku banków oraz centralnego banku państwa. Organami Narodowego Banku Polskiego są: Prezes NBP, Rada Polityki Pieniężnej oraz Zarząd NBP. Rozdział pierwszy został poświęcony historii NBP na ziemiach polskich, począwszy od XVIII wieku po dzień dzisiejszy. Rozdział drugi koncentruje się na przedstawieniu struktury organizacyjnej Narodowego Banku Polskiego, zasadach powoływania jego organów i okresu ich kadencji, określeniu charakteru prawnego NBP oraz poszczególnych jego organów. Zagadnieniami poruszonymi w rozdziale trzecim są funkcje, zadania i rola organów NBP - Prezesa NBP, Rady Polityki Pieniężnej oraz Zarządu NBP. Rozdział czwarty skupia się na funkcjach i kompetencjach jakie wykonuje sam NBP. Przedmiotem rozważań ostatniego rozdziału jest problem niezależności banku centralnego oraz jego relacje z innymi organami państwowymi.

The purpose of this study is showing importance and role of the National Bank of Poland in polish system of government bodies. National Bank of Poland is the central bank of the Republic of Poland. Its tasks are stipulated in the Constitution of the Republic of Poland, the Act on NBP and the Banking Act. Mentioned legal acts guarantee the independence of the NBP from other state bodies. NBP has three main functions: bank of issue, bank of banks, the central bank of country. Governing bodies of NPB are the President of the NBP, the Monetary Policy Council and the Management Board of the NBP. The first chapter is devoted to history of the NBP in the Poland from XVII century until the present day. The second chapter focuses on the presentation of the organizational structure of the NBP, principles for appointing its governing bodies, and duration of their term of office, define the legal nature of the NBP and its particular governing bodies. Issues discussed in the third chapter are the functions, tasks and role of the governing bodies - the President of the NBP, the Monetary Policy Council and the Management Board of the NBP. The fourth chapter focuses on the functions and powers of the National Bank of Poland. The subject of the discussion of the last chapter is the problem of central bank independence and its relations with other state bodies.
