The role of the Open Pension Funds in the functioning of the pension system

Niniejsze opracowanie prezentuje problematykę związaną z funkcjonowaniem Otwartych Funduszy Emerytalnych w polskim systemie emerytalnym po zmianach w 2014 roku. Celem pracy było przedstawienie roli OFE w funkcjonowaniu systemu. Między innymi starano się znaleźć odpowiedź na pytanie: jak zmieniła się pozycja Otwartych Funduszy Emerytalnych w systemie emerytalnym po zmianach wprowadzonych w 2014 roku. Praca składa się z trzech części. Pierwsze dwie mają charakter teoretyczny i przedstawiono w nich całokształt zagadnień dotyczących ubezpieczeń emerytalnych. Zaprezentowano ideę zabezpieczenia społecznego, która dała podstawy do utworzenia zbioru regulacji, których wdrożenie zapewni byt osobom, które z racji osiągniętego wieku nie mogą podejmować pracy zarobkowej. Przedstawiono historię systemu emerytalnego oraz diametralne zmiany dokonane na przestrzeni lat w tym obszarze. Opisano również obecne zasady funkcjonowania systemu w Polsce. Następnie zaprezentowano podstawy prawne działalności Otwartych Funduszy Emerytalnych. Pokazano także, jak ich pozycja zmieniła się od 1999 roku, kiedy stały się elementem powszechnego systemu emerytalnego. Dokonano także, multidyscyplinarnej analizy zmian wprowadzonych w funkcjonowaniu Otwartych Funduszy Emerytalnych po zmianach w 2014 roku. Empiryczną część pracy oparto na badaniach ankietowych, które miały na celu sprawdzenie świadomości zmian w funkcjonowaniu systemu emerytalnego po 2014 roku.

This study presents issues related to functioning of Open Pension Funds in Polish pension system, after the changes in 2014. The aim of this work was to show the role of OPF in the functioning of the system. One of the analyzed problems was answering the question how the position of Open Pension Funds in pension system changed after the resolutions introduced in 2014. The work consists of three parts. The first two have theoretical character and present general overview of the pension insurance topic. There was presented the idea of social security which gave impulse to creation of sets of regulations which implementation will provide resources for people who cannot undertake paid work because of their age. There were presented also the history of the pension system and the sweeping changes made over the years in this area. In addition, there were described also current rules of the pension system in Poland. Consequently, there were presented the legal basis for the activities of pension funds. It was also shown how their position has changed since 1999, when they become part of the public pension system. Furthermore, thorough and multidisciplinary analysis of the changes was conducted with regards to the functioning of Open Pension Funds after the changes in 2014. The empirical part of the work was based on surveys which explored the knowledge about changes in the functioning of the pension system since 2014.
