Commune mayors and inhabitants – expectations, opportunities, practice

Problematyka pracy skupia się na ukazaniu mechanizmów wpływających na relacje wójtów czterech wybranych gmin Małopolski z ich potencjalnymi wyborcami. Dotyczy zarówno kwestii formalnych, związanych z kompetencjami urzędu wójta jako organu władzy terytorialnej, jak i nieformalnych, ukazujących specyfikę lokalnego życia publicznego. Materiał źródłowy dla analizy powyższych kwestii stanowią wywiady pogłębione (IDI), przeprowadzane przez autora z wójtami oraz mieszkańcami gmin. Poruszane zagadnienia zostały omówione przy zastosowaniu instrumentarium trzech horyzontów teoretycznych: teorii neoinstytucjonalizmu, strukturalistycznego konstruktywizmu w ujęciu Pierre’a Bourdieu oraz teorii konfliktu Ralfa Dahrendorfa.

This article presents the mechanisms which are responsible for the relationship between the mayor of a selected commune and his potential electorate. Those relations concern both formal and informal issues. Formal issues relate to the competence of a mayor as a representative of local authorities. Informal issues refer to the context of public life in a local community. A source material for the analysis of those matters is the method of in-depth interviews. These interviews were conducted with a mayor and inhabitants of a selected commune. All of those issues have been analysed and commented upon in terms of three theoretical approaches: neoinstitutionalism, Pierre Bourdieu’s structural constructivism and the theory of conflict by Ralf Dahrendorf.
