Implementation of the cross-border directive in Poland according to medical and paramedical students.

Celem pracy jest pokazanie zmian w polskim prawodawstwie i systemie ochrony zdrowia w związku z możliwościami korzystania z opieki medycznej poza granicami kraju w trybie regulowanym przez dyrektywę Unii Europejskiej (UE) w sprawie opieki transgranicznej. W wyniku przystąpienia Polski do UE przemieszczający się obywatele państw członkowskich mogą nie tylko swobodnie podróżować, ale i korzystać ze świadczeń medycznych oferowanych poza granicami swojego państwa. W pracy zostały przeanalizowane akty prawne takie jak rozporządzenia Rady Unii Europejskiej i Paramentu Europejskiego, które przedstawiają jak obywatel kraju należącego do UE może nabyć prawo do świadczeń zdrowotnych w trakcie swojego pobytu poza granicami kraju, w którym jest upoważniony do leczenia, jakie dokumenty upoważniają go do nabycia usługi zdrowotnej. Praca porusza również kwestie związane z refundacją opieki medycznej. W pracy wyróżniony został tryb koordynowany opieki medycznej związany z działaniem Karty EKUZ i nabywaniem świadczeń medycznych w trybie doraźnym oraz tryb opieki transgranicznej oznaczający planowane leczenie poza granicami kraju ubezpieczenia zdrowotnego.Na potrzeby pracy zostało także przeprowadzone badania ankietowe za pomocą autorskiego kwestionariusza. W badaniu wzięli udział studenci kierunków wydziału Nauk o Zdrowiu. Ankieta składała się z 19 pytań, podzielonych na II części. Początkowych 6 pytań dotyczyła głównych informacji o respondentach, I część weryfikowała podstawową znajomość z zakresu opieki transgranicznej/koordynowanej natomiast II dotyczyła źródeł pozyskiwania informacji o opiece transgranicznej. Ankiety zostały wypełnione przez 92 studentów. Przeprowadzona analiza wyników wykazała, że studenci wykazywali się dobrą znajomością z zakresu opieki transgranicznej/koordynowanej.

The aim of the work is to show changes in the Polish legislation and the health care system in relation to the possibilities of using medical care abroad within the mode regulated by the European Union (EU) directive on cross-border care. As a result of Poland's accession to the EU, moving citizens of the Member States may not only travel freely, but also take advantage of medical services offered outside their own country. The work analyzed legal acts such as regulations of the Council of the European Union and the European Parliament, which show how a citizen of an EU country can acquire the right to health benefits during his stay outside the country in which he is entitled to treatment, what documents authorize him to acquire health services. The work also addresses issues related to the reimbursement of medical care. The work distinguished the coordinated mode of medical care associated with the operation of the EKUZ Card and the acquisition of medical services on an ad hoc basis and the mode of cross-border care meaning planned treatment outside the country of health insurance. For the needs of the work, questionnaire surveys were also carried out using the original questionnaire. The study was attended by students of the Faculty of Health Sciences. The survey consisted of 19 questions, divided into the two part. The initial 6 questions concerned the main information about the respondents, the first verified the basic knowledge of cross-border / coordinated care, while the second part concerned the sources of information on cross-border care. The surveys were completed by 92 students. The analysis of the results demonstrated that the students showed good knowledge of cross-border / coordinated care.
