Definition of local self-government

Samorząd terytorialny jest bardzo ważnym ogniwem administracji publicznej w państwie demokratycznym. Podlega ciągłej ewolucji, a jego struktura zmieniała się na przestrzeni lat. W pracy przedstawiono rys historyczny istnienia samorządu terytorialnego w Polsce. Następnie dokonano analizy normatywnych definicji samorządu terytorialnego funkcjonujących w prawie oraz opisano teoretyczne definicje zawarte w doktrynie prawa polskiego. Pojmowanie i definiowanie samorządu terytorialnego nie jest ani jednolite, ani nawet spójne. W związku z tym praca ma na celu wydobycie wspólnych i odmiennych cech z przedstawionych w niej definicji i zebranie najważniejszych elementów tworzących samorząd terytorialny.

Local self-government is a very important element of public administration in a democratic state. It is subject to constant evolution and its structure has been changing throughout the years. The paper presents the historical overview of the existence of the local self-government in Poland. Next, an analysis of legal definitions of the local self-government functioning in Polish legal system was done and the theoretical definitions created by Polish scholars were described. Understanding and defining the local self-government is neither uniform nor coherent. Therefore, the objective of this paper is to extract common and different features from the definitions contained in it, and to collect the most important elements that constitute the local self-government.
