Vojvodina after autonomy : conceptions of the new status of Vojvodina in Serbia at the turn of the 20th and 21st centuries

Artykuł analizuje proces stopniowego demontażu autonomii Wojwodiny od końca lat 80., zapoczątkowany „rewolucją antybiurokratyczną” i nasilony podczas rządów Slobodana Miloševicia. Przedstawia konsekwencje centralizacji w latach 90. oraz próby odbudowy pozycji prowincji po 2000 r., w kontekście demokratyzacji i decentralizacji Serbii. Autor omawia także inicjatywy regionalnych partii i organizacji pozarządowych, postulujących przywrócenie szerokiej autonomii, a także dokumenty programowe i zmiany prawne, w tym tzw. Omnibus zakon (2002), Konstytucję Serbii (2006) oraz Statuty Wojwodiny (2009, 2014). Po 2000 r. częściowo przywrócono kompetencje prowincji, jednak poziom autonomii nadal nie odpowiada oczekiwaniom ugrupowań regionalnych. W artykule ukazano też rolę mniejszości narodowych – zwłaszcza węgierskiej – w kształtowaniu idei autonomii kulturalnej i politycznej w regionie.

The article analyses the process of the gradual dismantling of Vojvodina’s autonomy since the late 1980s, initiated by the ‘anti-bureaucratic revolution’ and intensified during the government of Slobodan Milošević. He outlines the consequences of centralisation in the 1990s and attempts to rebuild the position of the province after 2000, in the context of democratisation and decentralisation in Serbia. The author also discusses the initiatives of regional parties and NGOs calling for the restoration of broad autonomy, as well as policy documents and legal amendments, including the so-called Omnibus zakon (2002), the Serbian Constitution (2006) and the Statutes of Vojvodina (2009, 2014). After 2000, provincial competences were partially restored, but the level of autonomy still does not meet the expectations of regional groupings. The article also shows the role of national minorities – especially the Hungarian – in shaping the idea of cultural and political autonomy in the region.
