THE GOVERNMENT DELEGATION FOR THE REPUBLIC OF POLAND AS A CIVIL AUTHORITY ORGAN OF THE POLISH UNDERGROUND STATE

W pracy opisano Delegaturę Rządu RP na Kraj, która była odpowiedzialna za kierowanie pionem administracji cywilnej Polskiego Państwa Podziemnego w okresie drugiej wojny światowej. Powstające od 1939 roku koncepcje powołania organu władzy cywilnej, ostatecznie doprowadziły do powołania urzędu Delegata Rządu RP na Kraj wraz z jego aparatem wykonawczym w postaci Delegatury. Jej status prawny, strukturę organizacyjną, kompetencje i zadania regulowały w głównej mierze dekrety Prezydenta RP, mające za podstawę prawną Konstytucję kwietniową z 1935 roku. Działania Rządu RP na emigracji miały za zadanie nieprzerwanie kontynuować polską państwowość z czasów II Rzeczypospolitej. W tym duchu działały agendy Delegatury, w tym centralne, powołujące departamenty odwzorowujące przedwojenne ministerstwa, realizując zasadę resortowości. Pion cywilny rozwinął również administrację terenową poprzez utworzenie Okręgowych Delegatur Rządowych (na szczeblu województw) oraz Powiatowych Delegatur Rządowych (na szczeblu powiatów), wykonujące powierzone im zadania za pośrednictwem wydziałów (ODR) i referatów (PDR). Działalność Delegatury Rządu na Kraj systematycznie się rozwijała, aby w 1944 roku osiągnąć swój najwyższy poziom organizacyjny. Po wkroczeniu Armii Czerwonej na tereny Polski Delegatura funkcjonowała do 1 lipca 1945 roku, kiedy została oficjalnie zlikwidowana.

This thesis presents an analysis of the Government Delegation for the Republic of Poland, which was responsible for leading the civil administrative branch of the Polish Underground State during World War II. The concept of establishing a civil authority began to take shape as early as 1939 and eventually led to the creation of the Office of the Government Delegate, along with its executive apparatus. The legal status, organizational structure, competencies, and responsibilities of the the Government Delegation were primarily regulated by presidential decrees, based on the April Constitution of 1935. The actions of the Polish Government-in-Exile aimed to ensure the uninterrupted continuity of Polish statehood in the tradition of the Second Republic. In accordance with this objective, the central agencies of the Government Delegation established departments modeled after pre-war ministries, thereby implementing the principle of ministerial specialization. The civil branch also expanded the territorial administration by establishing Regional Government Delegations (at the voivodeship level) and District Government Delegations (at the county level), which carried out their tasks through departments (ODR) and sections (PDR). The activities of the Government Delegation for the Republic of Poland developed systematically and reached their peak in 1944 in terms of organizational structure. Following the entry of the Soviet Red Army into Polish territory, the Government Delegation continued to operate until its official dissolution on July 1, 1945.
