Management of the Nozdrzec Municipality Budget in the Years 2021–2023

Zarządzanie budżetem gminy Nozdrzec w latach 2021 – 2023. Celem pracy było określenie efektywności zarządzania finansami gminy Nozdrzec w latach 2021 – 2023. Celem szczegółowym, który został wyróżniony w pracy jest wykonanie budżetu gminy Nozdrzec w latach 2021-2023 oraz ocena efektywności gospodarowania środkami publicznymi. Całość pracy składa się z czterech rozdziałów. W pierwszym rozdziale omówiono pojęcia i funkcje budżetu w samorządzie terytorialnym oraz zasady budżetowe, które przestrzegane są w gospodarce finansowej gminy. W kolejnym rozdziale został opisany proces kształtowani budżetu gminy obejmujący procedurę planowania, uchwalania i wykonywania budżetu. Opisane zostały również dochody samorządu, które zostały podzielone na dochody własne, subwencje ogólne oraz dotacje celowe z budżetu państwa. W trzecim rozdziale przedstawione został cel oraz narzędzia badawcze wykorzystane do przeprowadzenia analizy. W czwartym rozdziale została dokonana analiza wykonania dochodów i wydatków oraz przychodów i zadłużenia gminy wraz z przedstawieniem wyników uzyskanych z badań ankietowych, co pozwoliło sformułować rekomendacje dla władz gminy Nozdrzec.

Management of the Nozdrzec Municipality Budget in the Years 2021–2023. The aim of this study was to assess the effectiveness of financial management in the Nozdrzec municipality during the years 2021–2023. A specific objective highlighted in the thesis was the execution of the Nozdrzec municipal budget in the years 2021–2023 and the evaluation of the efficiency in managing public funds. The thesis is divided into four chapters. The first chapter discusses the concepts and functions of the budget in local government, as well as the budgetary principles followed in the municipality's financial management. The next chapter describes the process of shaping the municipal budget, including the procedures of planning, adopting, and executing the budget. It also outlines the municipality’s revenues, divided into own-source revenues, general subsidies, and targeted grants from the state budget. The third chapter presents the research objective and the tools used for conducting the analysis. The fourth chapter provides an analysis of the execution of revenues and expenditures, as well as the municipality's income and debt, along with the presentation of survey results. These findings enabled the formulation of recommendations for the authorities of the Nozdrzec municipality.
